The UK has set a world-leading net zero target to address the inter-generational challenge of climate change: we were the first major economy to take decisive action and make it a legal obligation to achieve net zero carbon emissions by 2050 - 2045 for Scotland.

Positive action towards these targets is set out in the Ten Point Plan for a Green Industrial Revolution, the Net Zero Strategy, the BEIS Energy White Paper, the Scottish Government's Hydrogen Policy Statement and the National Infrastructure Strategy, which all make it clear that we will need both a diverse mix of low carbon energy technologies, plus a rapid acceleration of their development and deployment, in order to meet our targets.

From a health and safety perspective, the scale and speed of the changes required means we must pay even greater attention to keeping consumers and industry safe from new risks, not forgetting those that existed before.

Proactively 'designing-in' safety as part of the core technological development is imperative if we are to get it right first time and introduce the energy technologies and regulatory frameworks of the future 'better, greener and faster'.

HSE's Safe Net Zero solutions integrate health and safety into the development and deployment of the new and novel technologies underpinning the UK's decarbonisation activities.

We combine our regulatory insight, our world class science and engineering capabilities and our experience, learned from over a century of accident analysis, process safety development and major accident hazard and risk management as part of Great Britain's health and safety regulator, and apply it to the deployment of new technology, or novel use of existing technology, with the aim of making the transition to net zero as safe as possible, as fast as possible.

    Sampling Kits and Analysis

    Welcome to HSE's online ordering system for biological monitoring sample kits and analysis. On completion of your online order, the relevant sample kits, packaging and paperwork will be sent to you - simply collect the samples and return to HSE for analysis. Please note: the name and address used in this system will be used as the delivery address for kits and result reports. The requestor is responsible for obtaining informed consent from workers and for communicating the results, observing the personal data nature of those results.

    Please note that the online ordering system is currently designed such that all samples ordered must be returned for analysis in a single batch. To order kits to be sent back in multiple batches, please email registration.sample@hse.gov.uk.

    The Health and Safety Executive (HSE) is the government regulator for occupational health and safety in Great Britain and a world leader in reducing and regulating the risks to health and safety arising from work activity.

    The foundation of the current health and safety system in Great Britain was established by the Health and Safety at Work etc Act 1974 with one simple principle: that those who create risk are best placed to control that risk.

    The success of the system has led to Great Britain having one of the best combined health and safety records in the world, with many countries choosing to use the GB model as a basis for their own framework.

    The GB model is underpinned by a unique combination of regulation, policy and science.

    The role of science and evidence

    Since its creation in 1974, HSE has undertaken scientific research, testing, monitoring and accident investigations to create evidence that underpins its regulatory activities of setting policy, inspecting workplaces and enforcing the law.

    This scientific activity has been undertaken by HSE's own scientists using facilities at the Science and Research Centre (SRC), located in Buxton, Derbyshire. More about us

    Our heritage

    The Science and Research Centre (previously known as the Health and Safety Laboratory, HSL) was created in 1974 by amalgamating a number of pre-existing science establishments, some of which had themselves been in existence since 1911.

    The body of knowledge, expertise and capability at the Centre therefore represents over 100 years of continuous work to understand how accidents happen in workplace settings and how to make those workplaces safer for all.

    Working with others

    Not only does the science and research we perform support HSE in its role as an evidence-based, world-class regulator, we turn our combination of scientific expertise, real-world experience and knowledge of the regulatory landscape into solutions that help wider government and industry solve the health, safety and wellbeing challenges of their everyday work, as well as in times of crisis.

    We make these solutions available through our bespoke research programmes, our testing services, our training courses and the publications and tools we publish. 

    Our solutions relating to areas such as Safe Net Zero, Complete Worker Health, Enhancing Resilient Infrastructure and Data-driven Insights also makes us unrivalled in our ability to assist both public and private sector organisations research and safely enable the products, processes and innovative technologies of the future.

    We offer this support not only to those located in Great Britain but also to other countries and regulators, helping them to build capability and implement improved regulatory regimes, especially in construction and high hazard process industries.

    The SRC has also worked internationally with other Governments and organisations based in other countries to transfer its knowledge and to share its expertise. The proven solutions and interventions developed by the SRC can be implemented in other countries, cultures and societies to bring about similar health and safety improvements to those seen in GB.

    Musculoskeletal Disorders: Managing the Risk of Manual Handling and Display Screen Equipment for Workers on Site or Working from Home

    The world of work is constantly changing but the pandemic has made adaptation of the work environment and working practices necessary for many organisations. In this 'new normal' era, organisations must remain mindful of MSD risks and take ongoing action to monitor and manage them. This strong focus on worker health and safety, in turn, benefits organisational performance.

    To help to inform employers, we were proud to host a free webinar on how to effectively manage the risk of MSDs in your workplace and protect your home workers. This hour-long event featured experts from HSE including HM Health and Safety Inspectors and our Principal Ergonomist to discuss current guidance and principles and give some practical examples of where a best-practice, proportionate approach worked well.

Many more workers become ill from occupational health issues than ever die from workplace accidents.

    We work internationally

    Workplace health and safety has been regulated in Great Britain since the Factories Act of 1833 and by the Health and Safety Executive (HSE), as the independent government regulator, since 1975. HSE's primary legislation, the Health and Safety at Word Act (1974), is regarded internationally as an exemplar in excellent regulatory practice, underpinned by robust scientific evidence provided by the HSE Science and Research Centre in Buxton, Derbyshire.

    HSE partners with governments, regulators and leading organisations to prevent work related fatalities, injuries and ill health by sharing the extensive knowledge, experience and facilities developed over the years. HSE typically supports international partners by;

    • Undertaking Regulatory Reviews by a team of Her Majesty's Principal/Senior Inspectors which assess current performance and highlight areas for improvement when compared to international best practices and standards. Initial feedback is provided after the review, followed by a more detailed presentation and finally a written report
    • Bespoke practical support to drive continual improvement
    • Sharing the facilities / expertise of the HSE Science and Research Centre
    • Supporting investigation of major incidents
    • Training investigators and inspectors
