The European Parliament introduced a new Offshore Safety Directive in 2013 to ensure that major accident hazard risks are regulated consistently using a Safety Case approach throughout all EU Member States that have an offshore oil and gas industry. This Safety Directive was implemented in response to the Macondo major accident. The Directive echoes much of the arrangements that already exist in the UK's approach to regulating offshore major accident hazards.

The Health and Safety Executive and the Health and Safety Laboratory have over 20 years of regulating major accident hazards in the UK's offshore oil and gas industry. We have experience and expertise in operating a goal setting legislative framework requiring each offshore installation to have an accepted Safety Case which identifies the major accident hazards and the arrangements that owners and operators of installations have put in place to reduce those risks to as low as is reasonably practicable (ALARP).

In response to a number of inquiries from Member States we are offering a 3 day training workshop on how we assess a Mobile Drilling Unit Safety Case. The workshop will be presented by experienced Managers, Inspectors and Specialists from HSE's Energy Division - Offshore who are involved in the assessment of Safety Cases, Inspections and dealing with Notifications.

The workshop will cover

  • A refresher on the EU Offshore Directive
  • Concepts and principles of managing major accident hazards risks, process safety and ALARP
  • Learnings from the Piper Alpha disaster that are still relevant today
  • The detailed technical & legal compliance assessment of a mobile drilling unit Safety Case from receipt of the Case to final decision
  • The Inspection of a Wells Notification
  • The Inspection of a mobile drilling unit covering key areas such as well control, the well examination scheme, Safety & Environmental Critical Elements, Safety Management System, Lifting Operations, as Emergency response  arrangements
  • Typical Inspection findings and enforcement outcomes

Who should attend?

Our workshop is designed for Member States Regulators responsible for implementing the Offshore Directive and / or undertaking operational activities. In particular:

  • Senior Managers
  • Inspectors
  • Other Government Officials who may have responsibilities associated with the implementation of the Directive


The workshop will be run at HSE's offices in Aberdeen.


The cost of this workshop is £1,995 per delegate (includes workshop notes, lunch and refreshments).
